The UK Civil Aviation Authority today published a consultation working paper on Heathrow Airport - Organizational model.
Following the Government’s announcement of a third runway proposal that will be used to develop the National Airport Policy Statement, the working paper sets out a review of the airport’s current regulatory framework and explores whether an alternative model of capacity expansion could better serve the interests of consumers using the airport.
Selina Chadha, Group Director for Consumers and Markets at the UK Civil Aviation Authority, said:
“We recognize the importance of the effective and efficient expansion of Heathrow’s capacity to the wider economy, airlines and consumers, and welcome the government’s support for our review.
“We are seeking to develop the regulatory framework to deliver the best outcomes for consumers and support the government’s timeline for expansion.”
The list of potential new models has been developed based on submissions from stakeholders, including both Heathrow Airport Limited and Heathrow Reimagined, and exploring regulatory models used in other industries and internationally.
Once industry responses to the working paper have been assessed, the UK Civil Aviation Authority will make a recommendation for the regulatory model to be applied at Heathrow. It is expected to be published in the spring of 2026.
